Rita Vasconcelos Franco Pereira de Morais, a native of Ponta Delgada, holds a Bachelor’s degree in Law from the Faculty of Law of NOVA University Lisbon and a Bachelor’s degree in European Studies and International Politics from the University of the Azores.

Throughout her professional career, she has served as a Senior Officer at the Regional Directorate for Communities (2017–2019), the Office of the Regional Secretary of the Presidency for External Relations (2019–2020), and the Regional Directorate for European Affairs and External Cooperation (2020–2026).

Rita has participated in numerous seminars, conferences and professional training courses, with a particular focus on administrative law, the public administration competency framework, legislative drafting, and transparency and corruption prevention in public administration.

Since July 2026, she has been a Member of the Executive Board of the Regional Fund for Science and Technology (FRCT).
